Pamukkale Balloon Flights: How the Morning Works
Aviation rules cap Pamukkale at 40 balloons airborne at once. What that means for the sky you fly in, and how the go or no-go call is made.
A quieter sky is a rule, not a slogan
Every balloon destination in Türkiye claims to be peaceful. Pamukkale is the one where the claim is written into aviation law.
The Directorate General of Civil Aviation (SHGM) issues a binding slot directive for the area — SHT-BALON-SLOT-PAMUKKALE. Article 13/1 sets a hard ceiling: at most 40 balloons may be airborne over Pamukkale at any one time. Pamukkale works with 19 licensed operators sharing 40 morning slots.
The comparison that gives the number meaning is Cappadocia: 100 morning slots, 367 balloons registered in the region, and as many as 156 in the sky simultaneously. The Ministry states that more than 80% of Türkiye’s balloon flights take place there.
Neither sky is better than the other. They are different products, and the difference is a published figure rather than a feeling.
The decision belongs to that morning
A balloon flight is not confirmed when you pay for it. It is confirmed on the morning, at the launch field, by the licensed operator, on the basis of the conditions at that hour.
The limits are specific. For flights carrying passengers, the ground wind limit is 10 knots. Wind above the limit, or weather moving in, and the morning does not happen — regardless of season, price, or how far anyone travelled.
Anyone who tells you a flight is guaranteed is telling you something the regulation does not allow them to guarantee.
Who actually flies you
Commercial balloon flights in Türkiye are operated by operators holding an SHGM licence. Your flight sits with that operator, and the go or no-go call is theirs. Our work is the arrangement around it — the booking, the timing, the person you can reach when the answer changes before dawn

What we will and will not put in writing
Cotton Castle Travel holds Group A Operation Licence No 12396 and is a TÜRSAB member. Package travel sold under that licence carries a written contract and the mandatory insurance Turkish law requires. Those protections exist by law and cannot be quietly dropped.
What happens to your specific booking if the flight is grounded belongs in that written contract, agreed before you pay — not in a headline on a web page. We would rather give you a term you can hold us to than a promise that reads well and means nothing.
Three questions worth asking anyone
Ask these of us, and of every other agency you are comparing:
- Which licensed operator will fly me, by name? If nobody will write it down, ask why.
- What does the contract say if the flight is grounded? The answer should be a clause, not a reassurance.
- Is the quoted price the final price? Site entry, transfers and extras should be itemised before you pay, not discovered afterwards.
